CONSTITUTION OF THE INTELLECTUAL ELITE- YOUTH ASSOCIATION OF NIGERIA ‘’IEYAN’’

  1. RECOGNIZING the need to have formidable socio political action group to support the activities of the Intellectual Elite -Youth Association of Nigeria ‘’IEYA N’’ the loss of confidence in the governance of the diatonic and lack of followership of the Nigeria people towards their LEADERS had arouse the need to RE-MOBILIZE them for a better future.

Also considering the disunity among the Nigerian peoples across the Federation, Media and Social attacks Inter and Intra ethnic groups of which have resulted in the gross erosion of our National Image;

Fundamentally destroyed the goodwill hitherto enjoyed from other Nations. The need to hoist the Nigerian National to moral and intellectual dignity, reestablish civil political institution; reconcile and bring back together our various people and rekindle in ourselves to a desired state of consciousness to build and prosperous and lasting democracy through internal democracy and discipline, social justice and socio political mobilization.

  • In response those challenges, we the leaders and founding members also being former groups leaders who are active members of our various political parties, felt a sense of duty to the Nigerian people; consequently assembled in the Federal Capital Territory, Abuja on the 24th day of July, 2015 and resolved:
  • To bring together all patriotic and progressive like – minded Nigerian Associations, Groups, Student and Youths into a single formidable socio – political group, capable of mobilizing and organizing the Nigerian youths in to strong and virile “IEYAN.
  • To work together under the umbrella of the forum for the speedy  restoration of internal democracy, the achievement of national reconciliation, economic and social reconstruction and respect  for human right and the rule of law.
  • To mobilize like – mind Nigerian Youth under the leadership of the “IEYAN to build a nation responsive to the aspirations to the aspirations of its people, able to satisfy the just hopes and aspirations of nation and that of all black people of the world and also to gain the confidence of other nations.
  • To work in the realization of the “IEYAN Policies, programmers manifestoes’ and the implementation of all decisions, actions and strategies.

We founding Father & National President Hon. Balogun Abiodun Azeez of (IEYAN) Intellectual Elite- Youth Association of Nigeria for the purpose of effective administration and the promotion of the ideals and objectives of our forum DO HEREBY ENACT AND GIVE TO OURSELVES the following Constitutions

ARTICLE 1

THE NAME OF THE FORUM

The name of the Forum shall be Intellectual Elite- Youth Association of Nigeria  (“hereinafter in his Constitution referred as the & with the abbreviation “IEYAN)   

ARTICLE 2

SUPREMACY OF THE FORUM CONSTITUTION

Subject to the provisions of the Constitution of Federal Republic of Nigeria and that of the Intellectual Elite- Youth Association of Nigeria IEYAN this Constitution shall be supreme and its provisions shall have binding force on all members and organs of the forum.

ARITCLE 3

MOTTO AND SLOGAN:

NURTURING THE YOUTH, TO BUILD THE NATION

SLOGA: ONE VOICE

The registered head office of the forum shall be in the Federal Capital Territory Abuja and there shall be other branch offices as the forum may, from time to time, approve.

ARTICLE 4

REGISTERED OFFICE

The registered head office of the forum shall be the Federal Capital Territory, Abuja and there shall be such other branch offices as the forum may, from time to time approve.

ARTICLE 5

THE CHARACTER AND ETHNICS OF THE FORUM

5.1. The Forum shall be democratic organization and shall purse its objectives without and the leadership of the Forum shall be accountable to be Forum. 

5.2. The Policies and programmers of the Forum shall be determined by its membership and the leadership shall be accountable to the Forum.

5.3. The Forum shall have structures in all part of Nigeria and shall, for that purpose draw its support from all sections of the society.

5.4. The Forum, while striving for maximum unity of purpose shall respect the linguistic, cultural and religious diversity of its members.

5.5. The Forum shall support the emancipation and participation of the youths, association & the groups by encouraging their representation at all levels

5.6. The Forum shall respect freedom of expression and free exchange of ideas and information without undermining the authority and integrity of the Forum.

5.7. In nomination for Forum office at least 35% shall be allocated to Females.

ARTICLE 6

OBJECTIVE OF THE FORUM

6.1. The Forum shall:

(a) Have a manifesto

(b) Subject to the provisions of the constitutions of the Forum, the manifesto of the Forum shall be upheld by all organs of the Forum.

(c) The Forum shall strive to:

(i) Encourage sustainable development of Associations, Groups, Students and youth through the agitation of sound and free education, Free Seminars, basic health care, food security, rapid industrial growth, adequate housing, full employment and the improvement of infrastructure and basic services.

(ii) Encourage Federalism and an equitable political sharing formula;

(iii) Encourage the security of life, and property, and enhance family values;

(iv) Encourage self-respect, self-reliance and human dignity;

(v) Uphold the integrity and sovereignty of the Federal Republic of Nigeria as one united indivisible platform entity;

(vi) Encourage National integration and peaceful co-existence of the diverse communities of our country.

(vii) Promote and egalitarian society founded on freedom, equality and justice.

(viii) Uphold the independence of the judiciary and the fundamental rights enshrined in the Constitution of the Federal Republic of Nigeria.

(ix) Promote learning and research in science and technology and the arts;

(x) Assist in the just resolution of INTER and INTRA party disputes;

(xi) Canvass for and protect the rights of the children and the disabled;

(xii) Promotes the political, social, education and economic interests of its members and act as the channel of communication between them, the government, the party and other associations.

6.2 The Forum shall pursue these objectives by:

(a) Ensuring that the programmers’ of the Forum, as contained in its manifesto, conform to the fundamental objectives and directive principles of State Policy enshrined in the Constitution of the Federal Republic of Nigeria.

(b) Promoting mutual respect for and understanding of the religious and cultural diversity of Nigeria.

(c) In pursuance of the principle of equity, justice and fairness, the Forum shall adhere to all policies of the IEYAN and it shall been forced by the

Appropriate Executives committee at all levels.

(d) Striving towards World & African unity and fostering greater understanding and cohesion among all Youths of African descent.

(e) Co-operating with African and other Nationalist movements and Organization working for the eradication of imperialism, Neo-colonialism and racism.

(f) Undertaking such other activities as, in the opinion of the Forum, may aid the attainment of the objectives of the IEYAN.

ARTICLE 7

ELIGIBILITY FOR MEMBERSHIP

7.1 Membership of the Forum shall be open to all Nigerians who:

(a) Are 18 and upward years of Age, Irrespective of Religion, Ethnicity, a Gender social or economic status.

(b) Accept the principles, policies and programmers of the Forum and the IEYAN.

(c) Who undertakes to abide by the Constitution of the Forum.

7.2. A register of members shall be opened and maintained at the Polling Unit and keep at Ward Secretariat of the Forum and the register so maintained shall not removed from the Ward Secretariat except for Forum activities.

7.3. Membership cards and registers shall be classified as Forum security documents.

 (a)Register at his or her Polling Unit of his or her Ward of Origin or where he or she ordinarily resides or carries on business.

(b)  Pay the prescribed registered  fees National 1ooo, Special Advisers 1ooo, Zonal Executive council 1,000 State Executive 500 & LG Executive council 500 each before admission into the Forum, otherwise loses all rights of membership.

7.5 Application for membership shall be considered by the Polling Executive Committee, which shall have power to all accept or refuse any application for membership. Provided that such acceptance or refusal shall be subject to review by the Polling Congress or next higher organ of the Forum.

7.6 The membership register shall be maintained at the Polling Unit and authenticated by being signed by the Polling Unit Chairman and the Polling Unit Secretary.

7.7   A membership card shall be issued to registered member of the forum upon which shall bear the photograph of the member.

7.7B. Any National, Special Advisers, Special Assistant, Zonal, State & Local Government Executive would suspend, desolved or Removed from office should pay another registration fees with letter of undertaking before he or she bring back to the forum.

7.8 Membership cards and I.D cards both the National, SA, Zonal, State and LG  shall be produced by the National Executive Committee, and authenticated by the National President.

7.9 Person who desire to rejoin the forum after leaving it shall, unless exempted by the National working Committee, be placed on probation for a period of time not less than a year.

7.9B. All the Registration FEES for both National, SAs, Zonal, State & LG Executive council is not refundable.

7.10 Subject to the approval of the National Executive Committee NEC, members of the forum who reside in countries having diplomatic relations the forum in their places of residence but shall only be eligible to enjoy all the right of membership, if duly registered in their Polling Unit in Nigeria and have fulfilled all other attendant obligation.

7.11 There shall be established in the National Secretariat of the forum, the office of the co-coordinator of foreign chapters, which shall be responsible for coordinating the activities of the foreign chapters and which shall be accountable to the National President of the Forum.

ARTICLE 8

CODE OF CONDUCT

8.1.   Code of Conduct; a Forum member shall;

  •   Belong to and take active part in the activities of his or her polling Unit.
  •   Take all necessary steps to understand, propagate and executive the aims and objectives of the forum.
  • Endeavour to acquaint himself or herself with the social, cultural, political and economic problem of the IEYAN and the country.
  • Combat propaganda detrimental to the forum and defend the policies and programmers of the IEYAN.
  • Observe discipline, behave honestly and carry out loyally all decision of the majority and decision of higher Organs of the Forum;
  • Refrain from publishing or distributing to the Media , any article which purports to be the view of any faction or tendency within the forum
  • Ensure that he is registered as a voter in the constituency where she or he resides;
  • Pay such fees, levies and dues as may be prescribed from time to time by the National Executive Council NEC of the Forum under the National President Directives..
  • Subject to the provision of this constitution, and that of the IEYAN general meetings or elections.
  • Be loyal to the Forum and not do anything that the inconsistent with this constitution.
  • No member of the Forum at any level shall divulge the proceedings and decisions of the Forum unless expressly authorized failure to comply with directive of the Office of the National President such executive council should be removed from office immediatelly.
  • Any National, Special Advisers, Special Assistant, Zonal, State & Local Government Executive would suspend, dissolved or Removed from office should pay another registration fees with letter of undertaking before he or she bring back to the forum
  • All Forum members elected or appointed on the platform of the IEYAN shall be guided by the manifesto, rules and decisions of the Forum.
  • No member of the forum shall bring to public attention disagreements and conflicts within the forum unless expressly authorized to do so.
  •  No member of the Forum shall bring to publicly make critical comments about the policies of any government electedor appointed executive council on the platform of the IEYAN expect the decision of the forum.

No member of the forum shall align with order IEYAN of groups to underline the Forum or any of its elected or appointed executive council, if any executive council catch on this , that executive should removed immediately without honour any appeal from the association.

  • No member of the Forum shall engage in violent conduct or acts capable of inciting violence at any of its gatherings.

8. 2 Obligations of the Forum to its members

i. The Forum shall create opportunities for members to serve;

ii. The forum shall adopt measures that encourage volunteer service;

iii. The forum shall put in place deliberate measures aimed at strengthening the aspiration of members through services;

The Forum shall encourage regular gathering, sports and social activities aimed at developing familiar bounds among members.

ARTICLE 9

MEMBESHIP REGISTRATIONS 

9 (a) Membership

  • Membership register shall be computerized to ensure control and avoid fraud.
  • Procedure and processes of keeping membership records shall be standardized such that is there uniform way of keeping and preserving records at all levels of the forum all LGA Forum Secretaries most digitalize their registers and summit same in soft copies though the Forum State Secretaries to the Forum National Secretary and copy should be send to Office of the National President for Final Approval..
  • Membership cards and registers should be classified as Forum security documents;
  • All polling registers shall be closed one month to the congresses
  • Forum members should ensure that they verify their names before the closure of polling Registers, Authentication, Documentation and recertification by the Ward Chairman and Secretaries should take place before Congresses begin.

  9 (b) Loss of Membership

  • Without prejudice to the provision  of Article 7 of this  constitution, any member who fails to renew his membership by payment of the annual subscription fees within 2 months after due date shall cease to enjoy the right and privileges of membership and if in default for upward of 3 months shall cease to be member;    
  • Any members who loss his membership on account of failure to pay his or her dues or meet any other financial obligations shall resume membership only on the payment of all outstanding dues and penalties.
  • Any Forum member who loses his membership for reasons that

Nonpayment of annual subscription may be readmitted on the recommendation of his local chapter of the Forum made to the State Working Committee SWC, which is subject to ratification by National Working Committee NEC.

9 (c) Statuses Returnee Members

Decamped who return to the IEYAN should lose their seniority and privileges in the Forum conferred by previous seniority.

ARTICLE 10

FORUM ORGANIZATION

10.1 The Forum shall be organized and administered at the following levels: Polling; Ward; Local Government Area (L.G.A) State; Zonal, SA and National Level.

10.2. For the purpose of the organization of Forum, the Federal Capital Territory, Abuja shall be deemed to be state.

  8.  The State Executive Committees (SEC)
  9.  The State Congress (SC)
  10.  The Zonal Working Committees (ZWC)
  11.  The Senior Legislative Aids    (SLA
  12.  The National Working Committees (NWC)
  13.  The National Board of Guardians (NBG)
  14.  The National Executive Committee (NEC)
  15.  The National Convention (NC)

THE POLLING EXECUTIVE COMMITTEE (PEC)

11.2 There shall be a Polling Executive Committee which shall consist of

  1. The Polling Chairman
  2. The Deputy Polling Chairman
  3. The Polling Secretary      
  4. The Deputy Polling Secretary
  5. The  Polling Treasurer
  6. The polling Deputy Treasurer
  7. The Polling Financial Secretary
  8. The Deputy Polling Financial Secretary
  9. The Poling Organizing and strategy Director
  10. The Deputy Polling Organizing and Strategy Director
  11. The Polling Media and Publicity Director
  12. The Deputy Polling Media & Publicity Secretary
  13. The Polling Female Leader
  14. The Polling Male Leader
  15. Five other members elected a the Polling Congress, two of whom shall be Female
  16. The members of National, SLA, Zonal, State and LG and Ward Executive Committees of the Forum from the Poling unit.
  17.  The Polling Mobilization Director
  18.  The Deputy Polling Mobilization Director
  19. The Polling Welfare Director
  20. The Polling Protocol D 
  21. The Polling Auditor

11.3 Functions of the Polling Executive Committee

  1. Undertake the administration of the Forum at the Poling Level
  2. Raise funds for the administration of the Forum at the Polling Level
  3. Engage in membership drive for the Forum.
  4. Draw up strategies for Socio – Political, Youth Seminars, Awardee Program and Socio – Mobilization Campaigns  for the Forum
  5. Mobilize voters for the IEYAN
  6. Implement the decisions of the Polling Congress and other organs of the Forum.
  7. Receive the auditor’s report
  8. Prepare the agenda for the Polling Congress; and
  9. Perform such other functions as may be in interest of the Forum and directed by the higher organ of the Forum, must especially Office of the National President.

MEETINGS OF THE POLLING EXECUTIVE COMMITTEE

11.4. The Polling Executive shall meet at least twice a month.

11.5. The meeting o the Polling Executive Committee shall be summoned by the Polling Chairman and an extra-ordinary meeting of the Polling Executive Committee or if requested by one-third of the registered members of the Polling and such a meeting shall be held within seven days of the request.

11.6. The quorum at Polling Executive Committee meeting shall be one-third (1/3) of its membership and a simple majority shall pass any motion of the Polling Executive Committee.

COMPOSITION OF THE POLLING UNIT CONGRESS

11.7. There shall be a Polling Unit which shall consist of all registered members of the Forum within the Polling Unit.

FUNCTIONS OF THE POLLING UNIT CONGRESS

11.8. The Functions of the Polling Unit Congress shall be to:

  1. Receive reports of officers of the Polling Unit.
  2. Receive Auditors reports.
  3. Approve the budget of the Polling Unit.
  4. Elect members of the Polling Executive Committee.
  5. Mobilize to elect Polling Unit delegates to the Forum Congresses.
  6. Mobilize for the IEYAN primaries and all general elections within the Ward.
  7. Carry out such other functions as may be in interest of the Forum.

MEETINGS OF THE POLLING UNIT CONGRESS

11.9. The Polling Unit Congress shall be summoned by the Chairman of alternate with the Polling Unit Executive Committee at least thrice a year and it shall alternate with the Polling Unit Conference which shall hold bi-annually.

11.10. The quorum of the Polling Unit Congress shall be one-third of the registered member of the Polling Unit and a simple majority shall pass any motion of the Polling Unit Congress.

11.11. A special Polling Congress shall hold if requested by two-third of the members of the Polling Congress and such Congress hold within seven days of the request.

THE WARD EXECUTIVE COMMITTEE

11.12. There shall be a Ward Executive Committee which shall consist of:

  1. The Ward Chairman
  2. The Deputy Ward Chairman
  3. The Ward Secretary
  4. The Deputy Ward Secretary
  5. The Ward Treasurer
  6. The Deputy Ward Treasurer
  7. The Ward Financial Secretary
  8. The Ward Organization and Strategy Director
  9. The Ward Media and Publicity Director
  10. The Deputy Ward Media and Publicity Secretary
  11. The  Ward Female Leader
  12. The Ward Male Leader
  13. Five other members elected at the Ward Congress, two of whom shall be Female.
  14.  The members of National, SA, Zonal, State and LG and Ward Executive Committee of the IEYAN from the Ward.
  15.  The Ward Auditor.
  16.  The Deputy Ward Auditor
  17.  The Ward Mobilization Director
  18.  The Deputy Ward Mobilization Director
  19.   The  Ward Welfare Director
  20.  The Deputy Ward Welfare Director
  21.   The Ward Protocol  Communication Director
  22.   The Deputy Ward Protocol and Communication Director

11.13. Function of the Ward Executive Committee

      a)    Undertake the administration of the Forum at the Ward Level.

      c)    Engage in membership drive for the Forum.

     d)     Draw up strategies for political campaigns, Seminars, Awardees Program, Youths Program for the IEYAN.

     e)     Mobilize votes and voters for the IEYAN.

     f)     Implement the decisions of the Ward Congress and other organs of the                                                        Forum.

     g)   Receive the auditor’s report.

     h)   Prepare the agenda for the Ward Congress.

          i)    Perform such other functions as may be in the interest of the Forum.

MEETING OF THE WARD EXECUTIVE COMMITTEE

11.14.   The Ward Executive Committee shall meet at least twice a month.

11.15.   The meeting of the Ward Executive Committee shall be summoned by the Ward Chairman and an extra-ordinary meeting of the Ward Executive Committee shall be held if requested by at least two-third of the members of the Ward Executive Committee or if requested by one-third of the registered members of the Ward and such a meeting shall be held within seven days of the request.

MEETINGS OF THE WARD CONGRESS

11.16. The quorum at Ward Executive Committee meeting shall be one-third (1/3) of its membership simple majority shall pass any motion of the Ward Executive Committee.

COMPOSITION OF THE WARD CONGRESS

11.17. Thereshall be a Ward Congress which shall consist of all PEC members of the Forum and 20 special delegates elected at the Polling Congress.

Function of the Ward Congress.

11.18. The Functions of the ward Congress shall be to:

  1.  Receive reports of officers to the Ward.
  2.  Receive Auditors reports.
  3.  Approve the budget of the Ward.
  4.  Elect members of the Ward Executive Committee.
  5.  Elect Ward delegates to the LGA Forum Congress.
  6.  Mobilize for primaries and all elections at the Ward Level.
  7. Carry out other function as may be in the interest of the Forum.

MEETINGS OF THE WARD CONGRESS

11.19. The Ward Congress shall be summoned by the Chairman of the Ward Executive Committee at least twice a year and it shall alternate with the Ward Conference which shall hold bi-annually.

11.20. The quorum of the Ward Congress shall be one-third of the registered members of the Ward and a simple majority shall pass any motion of the Ward Congress.

THE LOCAL GOVERNMENT EXECUTIVE COMMITTEE

Composition of the Local Government Executive Committee

11.21. There shall be a Local Government Executive Committee

We shall consist of:

  1. The Local Government Chairman
  2.  The Deputy Local Government Chairman
  3.  All Ward Chairman
  4.  The Local Government Secretary
  5.  The Local Government Treasurer
  6.  The Local Government Mobilization Director
  7.  The Deputy Local Government Secretary
  8.  The Local Government Welfare Director
  9.  The Local Government Protocol & Communication Secretary Director
  10.  The Local Government Financial Secretary
  11.  The Local Government Media and Publicity Director
  12.  The Local Government Organizing and Strategy Director
  13.  The Local Government, Auditor
  14.  The Legal Adviser, who shall be a legal practitioner
  15.  Five other ex-officio members, at least two of whom shall be Female
  16.  The  Local Government Female Leader
  17.  The Local Government Male Leader
  18.  The members of the National, Zonal and State Executive Committees from the Local Government Area.

FUNCTIONS OF THE LOCAL GOVERNMENT EXEXCUTIVE COMMITTEE

11.22. The functions of the Local Government Executive Committee shall be to:

  1.  Identity and resolve political, social and Economic issues of concern to the Local Government Area:

        Receive and implement reports from the constituent wards on:

  1.  Membership
  2. Dues and Funds raising
  3. Strategies for political campaigns, Youths Empowerment Program, Seminars and electoral success, and
  4.  Mobilization of voters

 c) Provide strategies for effective communication between the Wards and the        Local Government area:

(d) Undertake general administration of the Forum in the Local government area;

(e) Implement the decisions of the Local government Congress and other organs of   the Forum as may be authorized by the Forum;

(f) Employ all Secretariat staff from the Forum Account and transmit same to State Financial Secretary and Treasurer for proper Documentation.

(g)  Prepare the agenda for the Local Government Congress.

(h)  Pay in all money collected into Forum Account and transmit same to the State Financial Secretary & State Treasurer for proper Documentation  

MEETINGS OF THE LOCAL GOVERNMENT EXECUTIVE COMMITTEE

 11.23 The Local Government Executive Committee shall meet as least four times a month.

11.24 The meeting of the Local Government Executive Committee shall be summoned by the Chairman  and an extra ordinary meeting of the Local Government Executive shall be held if request for, by two third of the members of the Local Government Executive Committee and such a meeting shall be held within seven days of the request.

11.25 The quorum of the Local Government Executive Committee shall be one- third of its membership drawn form at least two – third of the Wards in the Local Government Area and a simple majority shall pass a motion of the Local Government Executive Committee.

THE LOCAL GOVERNMENT AREA CONGRESS

COMPOSITION OF THE LOCAL GOVERNMENT AREA CONGRESS.       

11.26. There shall be a Local Government Area Congress which shall consist of: Local Government Area Executive Committee;

  1.  The local Government Chairman of the Forum and other members of the Local Government Area Executive Committee;
  2.  All National, SA, Zonal and State Executive Committee members of the IEYAN from the Local Government Area:
  3. All members of the Ward Executive Committees form the Local Government Area.
  4.  20 delegates from each ward of the Local Government Area elected at the ward congress. At least 8 of whom shall be women, all of whom shall cease to function at the conclusion of congress for which they were elected

11.27 The functions of the local Government Area Congress shall be to:

  • Elect members to the Local Government Executive Committee of the Forum;
  • Elect Local Government Forum delegates to the State Convention
  •  Approve the budget for the administration of the Forum at the Local Government Level.
  •  Receive the Auditor’s Report

MEETING OF THE LOCAL GOVERNMENT AREA CONGRESS

11.28 The meeting of the Local Government Area Congress shall be held at least thrice a year and shall alternate with Local Government Area Conference which shall hold bi-annually.

11.29 The quorum of the Local Government Area Congress shall be one – third of the delegate s to the congress. Provided that not less than two – third of all the Wards in the Local Government Area are represented and a simple majority shall pass a motion of the Local Government Area Congress. 

11.30 The Chairman  of the local Government Committee shall summon the Local Government Area Congress and an extra – ordinary Local Government Area Congress shall hold if request for by at least two – third of the Chairman of the Wards constituting the Local Government Area;

THE STATE WORKING COMMITTEE

COMPOSITION OF THE STATE WORKING COMMITTEE

11.31 There shall be a state Working Committee which shall consist of:

  •   The State Chairman.
  •   The State Deputy Chairman
  •   The State Secretary
  •   The Deputy State Secretary
  •   The State Treasurer.
  •   The Deputy State Treasurer
  •   The State Legal Adviser who shall be a legal practitioner.
  •   The Deputy State Legal Adviser
  •   The State Financial Secretary
  •   The Deputy State Financial Secretary
  •   The State Media and publicity Director.
  •   The Deputy State Media and Publicity Secretary
  • The State Auditor

FUNCTIONS OF THE STATE WORKING COMMITTEE

11.32 THE STATE WORKING COMMTTTEE SHALL:

  •   Undertake the day – to- day administration of the forum in the State and shall be responsible to the State Executive Committee
  •  Perform such other function as may be assigned to it by the State Executive Committee.

MEETING OF THE STATE WORKING COMMITTEE

11.33 The state working committee shall meet at least thrice a month at the instance of the co-ordinator and an extra-ordinary meeting of the state working committee shall be held if requested by two – third of the members of the committee and such a meeting shall be held within seven days of the request.

11.34 The quorum of the state working committee shall be one-third of the members of the committee and drawn from the senatorial Districts in the state and a simple majority shall pass ant motion of the State Working committee.

THE STATE EXECUTIVE COMMITTEE

COMPOSITION OF THE STATE EXECUTIVE COMMITTEE

11.35 There shall be a State Executive Committee which shall consist of:

  •   The State Chairman
  •   The State Deputy Chairman
  •   The State Secretary
  •   The State Financial Secretary
  •   The State Secretary
  •   The State Media and Publicity Director
  •   The state Organization and Strategy Director
  •   The State Legal Adviser
  •   The State Auditor
  •   The State Mobilization Director
  •   The State Welfare Director
  •   The Sate Protocol Director
  •  Two other members, one of whom shall be Female, elected by the State Congress from each of the three Senatorial Districts
  •   The State Female Leader
  •   The State Assistant Secretary.   

  FUNCTIONS OF THE STATE EXECUTIVE COMMITTEE

11.36Thefunctions of the State Executive Committee shall be to:

  • Identify and resolve political, social and economic issues of concern the Forum within the State.
  • Undertake the general administration of the Forum and implement the decisions of the State Congress or directives of the National Committee of the National Convention.
  • Prepare the annual budget of the State Forum’ and
  • Prepare the agenda for the State congress.

11.37The State Executive Committee shall meet at the instance of the Chairman at least once in every quarter and extra ordinary meeting of the State Executive Committee shall be held if requested for, by two third of the members of the State Executive committee.

11.38 The quorum of the State Executive committee shall be one – third of the members of the committee drawn from the three Senatorial Districts of the State and a simple majority shall pass any motion of the State Executive Committee.

THE STATE CONGRESS

THE COMPOSTION OF THE STATE CONGRESS

11.39There shall be State Congress which shall consist of:

  •  The State Chairman
  • SAs
  •  The members of the State Executive Committee;
  •  All the member of the National and Zonal Executive Committees from the state.
  • All Local Government Forum Secretaries and Treasurers.
  • All Local Government Female and Male Leaders
  • 10 delegates per LGA elected at LGA Congress at least 4 of who shall be a woman, all of whom shall cease to function at the conclusion of the Congress for which they were elected.
  •  All present and former members of the State Working Committee who are still members of the Forum.

FUNCTION OF THE STATE CONGRESS

  •  Approve the budget of the State branch of the Forum
  •  Elect officers of the Executive Committee
  •  Receive reports from officers of the Forum
  •  Receive the Auditor’s report.

MEETING OF THE STATE CONGRESS

11.40. The State Congress shall meet twice in every two years on a date and at a venue to be determined by the State Executive Committee. Provided  that the first National Convention should come up before the State shall be held before the National Convention.

11.41. The quorum of the State Congress shall be two-third of the members drawn from the three Senatorial Districts of the State and a simple majority shall pass any motion of the State Congress.

ZONAL WORKING COMMITTEE

COMPOSITION OF THE ZONAL WORKING COMMITTEE

11.42. There shall be a Zonal Working Committee which shall consist of:

  •  The Zonal Chairman. Who is also the National Vice President
  •  The Deputy Zonal Chairman
  •  The Zonal Secretary
  •  The Deputy Zonal Secretary
  •  The Zonal Treasure
  •  The Zonal Welfare Director
  • The Zonal Financial Secretary
  •  The Zonal Organization and Strategy Director
  •  The Zonal Mobilization Director
  •  The Zonal Media and Publicity Director
  •  The Zonal Female Leader
  •  The Zonal Male Leader
  • The Zonal SLA
  •  The Zonal Legal Adviser
  •  The Zonal Protocol & Communication Secretary

FUNCTIONS OF THE ZONAL WORKING COMMITTEE

11.43. The Zonal working Committee shall:-

  • Undertaking the administrations of the Forum at the Zonal level and shall be responsible to the National Working Committee
  • Liaise with the National President and the State Chapter in the Zone
  • Prepare and submit reports on the within its jurisdiction for consideration at the National Working Committee and;
  • Perform such other functions as may be assigned by the National Working Committee and NEC of the Forum under the National President Instruction.

MEETINGS OF THE ZONAL WORKING COMMITTEE

 11.44. The Zonal Working Committee shall meet at least once in every forth-night and its quorum shall be two-third of its members appointed by the National Working Committee.

THE NATIONAL WORKING COMMITTEE

11.45. Composition of the National Working Committee

11.46 There shall be a National Working Committee of the Forum which shall consist of:-

  •  The National President
  •  Deputy National President
  • The National Secretary
  • The Deputy National Secretary
  • The National Treasurer
  • The Deputy National Treasurer
  • The National Financial Secretary
  •  The Deputy National Financial Secretary
  • The  National Organizing  and Strategy Director
  •  The Deputy National Organizing & Strategy Director
  • The National Media and Publicity Director
  •  The Deputy National Media & Publicity Secretary
  • The National Auditor
  •  The Deputy National Auditor
  • The National Legal Adviser who shall be a Legal Practitioner
  •  The Deputy National Legal Adviser
  • The National Female Leader
  •  The Deputy National Female Leader
  •  The National Male Leader
  •  The Deputy National Male Leader
  • The National Vice President (6) from the each Geo-political Zone
  • The National Mobilization Director
  •  The Deputy National Mobilization Director

FUNCTION OF THE NATIONAL WORKING COMMITTEE

11.47. The National Working Committee shall:

  •  Be responsible for the day to day administration of the Forum and shall be responsible to the National Executive Committee.
  •  In case of emergency, act on behalf of the National Executive. Committee subject to ratification by the National Executive Committee.

MEETING OF THE NATIONAL WORKING COMMITTEE

11.48 The National Working Committee shall meet at least once every fortnight at the instance of the National President or at the instance of two-third of the members.

11.49. The quorum of the National Working Committee be two-third of the membership drawn from at least two-third of the Zones in the country and a simple majority shall pass any motion of the National Working Committee.

11.50. The National Vice-presidents shall attend all the meetings of the NWC with voting rights in order to share briefing on the operations of the Zones.

NATIONAL EXECUTIVE COMMITTEE

COMPOSITION OF THE NATIONAL EXECUTIVE COMMITTEE

11.51. There shall be a National Executive Committee of the Forum which shall consist of:

  • The National President of the Forum
  • The Deputy National President
  • The National Vice President
  • The National Secretary and the Deputy National Secretary
  • The National Treasurer
  • The National Financial Secretary
  • The National Organization and Strategy Director
  • The National Media and Publicity Director
  • The National Legal Adviser; who shall be a Legal practitioner
  • The National Auditor
  • The National Female Leader
  •  The National Male Leader
  • State Forum Chairmen
  • The National Mobilization Director
  • Six other ex-officio members of the Forum, at least two of whom shall women elected from each of the six Geo-political Zones.

FUNCTION OF THE NATIONAL EXECUTIVE COMMITTEE

11.52 The National Executive Committee shall:

  • Organization Committee which shall circulate Convention information in advance and ensure that the concerns of the membership are reflected on the Agenda.
  • Carry out the decisions and instruction of the National Convention.
  • Supervise and direct the work of the IEYAN and all its organ including the National, Zonal, State and Local Government Organ.
  • Ensure that all the organs of the IEYAN function democratically and effectively.
  • Where necessary, National President can Suspend or dissolve both National, SAs , Zonal or State Executive Committees or any other Organ under its supervision and such suspension or dissolution shall not exceed 90 days.
  • Prepare report and budget for approval by the National Convention.
  • Initiate policies and programmers for approval by the National Convention.
  • Consider appeals and other matter referred to it by the Zones or State of the Federation.
  • Make rules for Forum discipline which shall be binding on all organs and members of the Forum & every directive should come from Office of the National President of the Forum.
  • Make Forum electoral regulations to govern the conduct of election to all Forum offices at every level and regulate procedure for selecting the Forum member of elective offices.
  • Ratify the condition of service of the employee of the Forum in accordance with the Establishment Manual.
  • Make standing order for approval by the National Convention
  • Deal with any matter referred to it by the National Convention or the Board of Board of trustee & directive should come from office of the National President.
  • Establish department and set up ad-hoc or standing Committee of the Forum.
  • Manage and control all the assets and property of the Forum wherever they may be.
  • In consultation with the National Board of Trustee, appoint eminent IEYAN leader to the position of members emeritus and person so appointment shall have the right to attend all the meeting of the organ of the Forum.
  •  Examine the actions, policies, programmers, objectives and manifesto of the IEYAN and make necessary recommendations to the IEYAN.
  • Raise adequate funds the management and sustenance of the Forum.

(s) Approve the minimum rates of annual subscription and other levies payable and the IEYAN.

(t) Confer such honors as may aid the realization of the objectives of the Forum and the IEYAN.

11.53. The decision of the National Executive Committee shall be binding on all organs and member of the Forum under the Office of National President instruction

MEETING OF THE NATIONAL EXECUTIVE COMMITTEE

11.54. The National executive Committee shall meet at least once in every quarter at the instance of the National President or at the request of two-third of its membership, who shall notify the National President at least summoned by the National President having regards to all the National Executive Committee.

11.55. The quorum of the National Executive Committee shall be two-third of the membership drawn from at least two-third of the Zones in the Federation and a simple majority shall pass any motion of the National Executive Committee.

THE BOARD OF TRUSTEE (BOT)

11.56. Qualification for Membership of Board of Trustees

            A person shall be qualified for appointment into the Board of Trustee (BOT) if he or she:

  • Is a registered card carrying member of the IEYAN
  • Has been paying the IEYAN annual subscription fees regularly
  • Has attained the age of fifty years and
  • Must be a man or woman of integrity.

11.57. Composition of the Board of Trustees

There shall be a Board of Trustees of the IEYAN which shall consist of;

  • The National President of the IEYAN.
  • The patron of the forum
  • Twelve (12) nominees from the National President of the IEYAN subject to rectification by the NEC of the Forum.
  • The Founding Father of the Forum and Two Founding Father and Mother of the IEYAN from the six Geo-political Zone of the Nation nominated by the Zonal leader approved by National President.
  • The National Executive council have have the right to Appoint or Removed any name on Forum Board of Trustee approved by the Office of the National President

MEETING OF THE BOARD OF TRUSTEES

11.58. The Board of Trustees shall meet at the instant of the National President or at the request of half of the members of the Board of following a resolution of the Board or the National Executive Committee requesting for such a meeting.

11.59. The quorum of the Board of Trustees shall be two-third of its members drawn from at least two-third of the Zones in the Federation. A simple majority shall pass any motion of the Board.

FUNCTION OF THE BOARD OF TRUSTEES

11.60. The Board shall subject to the provision of this constitution:

  • Ensure highest standards of morality in all the activities of the Forum by acting as the conscience of the Forum, with power to call to order any officer of the Forum whose conducts fall below the norms.
  • Ensure high morale of member of the Forum and that the IEYAN/and Forum enjoys a good image before the Nigerian populace and is in good political health.
  • Harmonize co-ordinate, review and advice on policies, programmers and activities of the Forum at the National Level.
  • Support the sourcing of funds for the Forum.
  • Offer advice on Forum matters to the National Executive Committee of the Forum.
  • Undertake all other function and activities as may be referred to it by the National Executive Committee or the National Working Committee under the National President Instruction..

THE NATIONAL CONVENTION

COMPOSITION OF THE NATIONAL CONVENTION

11.61. There shall be a National Convention of the Forum which shall consist of:

  • The National President of the Forum and other member of the National Executive Committee.
  • All members of Zonal Working Committee and State Forum Chairmen and Secretaries including those of the Federal Capital Territory, Abuja.
  • All State Female Leaders including those of the Federal Capital Territory, Abuja.
  • All Forum Chairmen of the Local Government Areas.
  • Two National delegates elected from the Local Government Area Congress.
  • Former member of the National Working Committee who are still members of the Forum.
  • Founding Father of the Forum.

FUNCTIONS OF THE NATIONAL CONVENTION

11.62. The National Convention shall be the supreme and controlling authority of the Forum, within the limits prescribed in this Constitution and it shall be the principal representative, policy making and administering body of  the Forum and except in the exercise of the function granted only to other bodies as specified in the Constitution or in the regulations made pursuant to the provisions of  this Constitution, the National convention shall have supremacy in all matter pertaining to the Forum and all officers and organs of the Forum shall be bound in the exercise of their function by the decisions of the National  Convention EXCEPT  such is at variance with in spirit of the IEYAN Constitution.

 11.63. The policies of the Forum derived from the resolutions of the National Convention shall be amended or revoked only be a subsequent resolutions of the National Convention.      

11.64. The National Convention shall have an exercise authority to:

  •  First National Convention should give Oaths of office for Only National President, Six Zonal Chairman & State Chairman in 37 State of the Federation.
  • Formulate policies and programmed for the Forum
  •   Elect National Officers of the Forum.
  •   Remover the National Officer of the Forum.
  •   Demand and receive reports from the National Executive Committee and from any other committees of organs of the Forum and take appropriate actions on such reports.
  • Appoint such committees as it may deem necessary, desirable or expedient and assign to them such powers and functions as it may deem fit
  • Examine the actions taken or legislation proposed by any Forum Organ under its control whether Federal, States or Local government council and ensure that they are in conformity with the policies and programmes of the IEYAN
  • At all elections, secure the returning of as many IEYAN candidate as possible in manner consonant with the laws of the land
  • Consider reports from the states and local government branches of the Forum and take such decisions and actions as may be necessary to protect, advance and consolidate the gains and interest of the Forum and that of IEYAN
  • Raise adequate funds for the management and sustenance of the Forum.
  • Exercise control and take disciplinary action against all officers and accordance with democratic principles.

11.65 A special National Convention may be convened at any time at the instance of the National Executive Committee or if requested for by two-third of all State Congresses and the Special National Convention shall meet to discuss only special matters which shall be specified in the notice summoning the convention.

11.66 Voting on key issue at the National Convention shall be by secret ballot.

ARTICLE 12

POWER AND FUNCTIONS OF OFFICERS

NATIONAL OFFICERS

12.1 National Officers shall be men and women of integrity and demonstrable competence.

NATIONAL PRESIDENT

12.2 There shall be National President who shall be the Chief Executive and Accounting Officers of the Forum.

His functions shall be to:-

  •  Summon and preside over the meeting of the National Convention, the National Executive Committee, the National Caucus and the National Working Committee of the Forum
  • All the Executive council should work under his or her instruction
  • Every instruction & Approval should come from him or her.
  • Should be incharge of the Signatory to the Forum account & Received the Alrt of the Forum.
  • Should have the veto power as humility to his or her office on tightly decision .
  • Oaths of Office to National, Special Advisers, Special Assistance, Zonal Executive council, State executive & LG Executive should perform under the Office of the National President.
  •  Provide firm effective leadership and direct the activities of the Forum.
  •  Promote and defund the integrity, policies and programmers of the Forum and make pronouncements for and on behalf of the National Executive Committee; outlining the policies, programmers and activities of the Forum.
  •  Assign specific functions to any members of officer of  the Forum
  •  Delegate his powers to the Deputy National President or any of the National Vice President.
  • Casting votes if when necessary.
  •  Present to the National convention a comprehensive statement of the state of the IEYAN, the Forum, and the Political situation generally.
  • Ensure strict compliance with the provision of this Constitution and do all such other things as shall promote the growth and welfare of the IEYAN and Forum.
  • Be the major signatory to the National account.

THE DEPUTY NATIONAL PRESIDENT         

13.1 There shall be a Deputy National President who shall come from either North or South, other than the zone of the National President.

13.2 The Deputy National President shall be assigned specific functions by the National President and shall also perform such other Forum functions as may be assigned to him or her.

NATIONAL SECRETARY

13.3 There shall be a National Secretary who shall be the Chief Administrative Officers, whose functions shall be to:

  •  Supervise the day – to day activities of the Forum under the directive of the National President.
  •  Conduct of direct the conduct of the correspondence of the Forum and cause to be issued notices of meetings of the National Convention, the National Executive Committee, and the National Working Committee; as may be directed by the National President.                                                           
  •  Keep or cause to be kept all records of proceeding of the National Convention, the National Executive Committee, the National Board of Trustee  and the National                                                                                                 
  •  Render a written annual report of the activities of the IEYAN and that of the Forum to NEC, and National Convention.
  •  Ensure the implementation of the decision and; directives of the National Convention, National Executive Committee, National Board of Trustees and the National Working Committee and ensure that all units of the Forum carry out duties promptly and efficiently.
  • Consult the National President in the discharge of the duties of his or her office.
  •  Carryout any other duties as may be assigned to him or her, from time-to-time by the National Convention, National Executive Committee, National Working Committee and the National President.
  •  The National Secretary should be among the Signatory to the Forum Account.
  • The National Secretary of the Forum shall be the custodian of the common seal of the Forum.

13.4 THE DEPUTY NATIONAL SECRETARY.

  There shall be a deputy National Secretary who shall assist the National Secretary in the discharge of his or her duties and shall act for him or her in his or her absence or wherever so directed.  

13.5 THE NATIONAL TREASURER

           There shall be a National Treasurer who shall be an Accountant and has a track record of prudence that functions shall be to:

  •  Receive and promptly pay into the accounts all monies received for and on behalf of the Forum and keep all cheque books and other banking documents of the Forum.
  •  Ensure prudent management of the Forum’s funds.
  •  Ensure that all funds received by the Forum are paid into the Forum’s accounts immediately and if for any reason that is not possible, the fund shall be paid within 48hours after collection; and months shall cease to be a member;
  •  Any member who loses his membership on account of failure to pay his or her dues or to meet any other financial obligations shall resume membership only on the payment of all outstanding dues and penalties.
  •   Any Forum member who loses his membership for reasons other than nonpayment of annual subscription may be readmitted on the recommendation  of his Local Chapter of the From made to the State Working Committee, which is subject to ratification by the National Working  Committee.
  •  Prepare and submit a yearly statement of account and periodic reports to the National Executive Committee of the Forum.
  •  Received the Email of the forum account
  •  Be a signatory to the National account.

 THE DEPUTY NATIONAL TREASURER.

  There shall be a deputy National Treasurer who shall assist the National Treasurer in the discharge of his or her duties and shall act for him or her in his or her absence or wherever so directed.  

THE NATIONAL FINANCIAL SECRETARY

13.6 There shall be a National Financial Secretary whose functions shall be to;

  •  Collect and keep records of all dues, levies, subscriptions and donations paid or made to the Forum.
  •  Prepare and submit proposal for rising for the consideration of the National Executive Committee for the Forum.
  •  Undertake strict supervision of Budgeting, control and financial reporting.
  •  Protect the assets of the Forum and institute operating procedures through internal control; and establish and co-ordinate policies for the investment of funds generate income for the Forum.
  •  Must received approval from Office of the National President before any action.

4 THE DEPUTY NATIONAL FINANCIAL SECRETARY.

  There shall be a deputy National Financial Secretary who shall assist the National Financial Secretary in the discharge of his or her duties and shall act for him or her in his or her absence or wherever so directed.

THE NATIONAL ORGANIZATION AND STRATEGY DIRECTOR

 13.7 There shall be a National Organization and Strategy Director whose functions shall be to;

  •  Initiate programmed for the general mobilization of the member of the Forum and the recruitment of new members.
  •  Appraise the problem of the IEYAN, Forum and proffer solutions to couch problems to the NEC through the President.
  •  Harmonize all information and devise appropriate strategy for winning elections.
  •  Coordinate all field activities of the Forum.
  •  Organize seminars, workshops, rallies and campaign programmed for the attainment of the field activities and IEYAN objectives.
  •  Liaise with the harmonization of the programmed for the attainment of the IEYAN success at all elections.

4 THE DEPUTY NATIONAL ORGANIZING & STRATEGY DIRECTOR

  There shall be a Deputy National Organizing & Strategy Director  who shall assist the National Organizing & Strategy Director in the discharge of his or her duties and shall act for him or her in his or her absence or wherever so directed.

THE NATIONAL MEDIA AND PUBILICITY DIRECTOR

13.8 There shall be a National Media and Publicity Director whose function shall be to;

  •  Coordinate all information and public relation of the Forum
  •  Be the chief maker of the Forum and assist where necessary to be better the image of the  IEYAN in line with the aspiration and spirit of this constitution.
  •  Cause to be published, the policies and programmed of the  IEYAN in line with the aims and objectives of the IEYAN.
  •  Consult the National president for approval for every media and publicity action and policies for the Forum.

 THE DEPUTY NATIONALMEDIA & PUBLICITY SECRETARY.

  There shall be a Deputy National Media & Publicity Secretary who shall assist the National Media & Publicity Secretary in the discharge of his or her duties and shall act for him or her in his or her absence or wherever so directed.       

THE NATIONAL AUDITOR

13.9 There shall be a National Auditor of the Forum, who shall be an Accountant and whose function shall be to:

  •  Audit the books of account of the Forum annually and report to the National Executive committee.
  •  Present the audited account of the Forum to the National convention; and
  •  Carry out any other function as may be directed by the National Executive Committee under the National President Instruction.

 THE DEPUTY NATIONAL AUDITOR.

  There shall be a Deputy National Auditor who shall assist the National Auditor in the discharge of his or her duties and shall act for him or her in his or her absence or wherever so directed.  

THE NATIONAL LEGAL ADVISER

  •  Advise the Forum on all legal matters.
  •  Conduct all ligation and prosecute and defend action on behalf of the Forum, including its organ and officials in so far as the subject of the ligation affects the interest of the Forum and that of the IEYAN.
  •  Interpret the laws, regulations and constitution of the IEYAN and that of the Forum in the event of any ambiguities.

 THE DEPUTY NATIONAL LEGALADVISER

  There shall be a Deputy National Legal Adviser  who shall assist the National Legal Adviser in the discharge of his or her duties and shall act for him or her in his or her absence or wherever so directed.     

THE NATIONAL FEMALE LEADER

13.10There shall be a National Female leader, who shall be responsible for,

  • Mobilizing and organizing Females
  • Initiating and implementing strategic programmed and policies aimed at endearing the IEYAN to Nigeria Females; and
  •  Coordinating the activities of the zonal and State Female leaders

DEPUTY FEMALE LEADER

13.11 There shall be a Deputy National Female Leader who shall deputize for the National Female Leader in the discharge of his or her duties

THE NATIONAL MALE LEADER

13.10There shall be a National Male leader, who shall be responsible for,

  • Mobilizing and organizing Male
  • Initiating and implementing strategic programmed and policies aimed at endearing the IEYAN to Nigeria males; and
  •  Coordinating the activities of the Zonal and State Male Leader

THE DEPUTY NATIONAL MALE LEADER

  There shall be a Deputy National Male Leader who shall assist the National Male leader in the discharge of his or her duties and shall act for him or her in his or her absence or wherever so directed.     

THE DEPUTY NATIONAL PRESIDENT

13.12 There shall be six National Vice President who shall over see the activities of the Forum in their respective zone.

  • Shall work under direct control and supervision of the Forum president.
  • Shall direct and supervise the day to day activities of the zones in consultations with the president.
  • Shall be the chief accounting officer at the zones.
  • Shall report in written to the president on monthly basis summery
  • To mobilize all foreign branches for all Forum and IEYAN programmed and Activities.

SPECIAL ADVISERS & SPECIAL ASSISTANCE TO OFFICE OF THE NATIONAL PRESIDENT

  • Shall work under directive and supervision of the National president.
  •  Shall Advise the National President on every decision
  • Should be intermediary between the National President & State Chapter.
  • Shall written dally report on what is going on in his or her State Chapters.
  • Should work hand in hand with State Chairman in his or her state chapter
  • Should have right to attend any Stakeholders meeting both National, BOT ,Zonal, State & LG of the Forum.

THE NATIONAL SOCIAL & SPORT DIRECTOR

There shall be an officer in charge of sport whose duties include:

  • To mobilize and execute all sport events of the Forum.
  • To be responsible for all sport programmes of the Forum.
  • To formulate sport events with relevant social bodies for the promotion of the IEYAN and Forum.
  • To coordinate all songs and music of the Forum for the IEYAN and maintain same.
  • To liaise with the other Forum directors to promote all social events.

THE DEPUTY NATIONAL SOCIAL &SPORT DIRECTOR

  There shall be a Deputy National Social & Sport Director  who shall assist the National Social & Sport Director in the discharge of his or her duties and shall act for him or her in his or her absence or wherever so directed.        

THE NATIONAL WELFARE DIRECTOR

There shall also be an officer in charge of welfare whose duties shall include:

  • Over see the general well being of the Forum
  • To formulate policies that shall enhance the well being of the Forum member and the IEYAN
  • To provide fist services during all Forum and IEYAN activities
  • To provide refreshment and other packages for the Forum
  • To seek for employments and other benefit for the qualified members as directed by the NWC.

THE DEPUTY NATIONAL WELFARE DIRECTOR

There shall be a Deputy National Welfare Director  who shall assist the National Welfare Director in the discharge of his or her duties and shall act for him or her in his or her absence or wherever so directed.      

OFFICERS AT OTHER LEVELS

Subject to the provisions of this constitution, all other Officers at the Zonal, State, Local Government Area, Ward and polling levels shall have the same administrational functions as their corresponding National officers, except where this constitution state otherwise.

13.13 The Executive committee at all levels shall have power to set up committees where necessary, desirable or expedient and shall assign to them such power and function as may be deemed appropriate. The activities of the  Forum within the zone.

THE NATIONAL MOBILIZATION DIRECTOR

13.14 There shall be a National Mobilization Director whose function shall include

  • Provision and maintenance of transport facilities.
  • Organization of rallies and mobile programmed of the Forum in conjunction with the National Organization and Strategy and that of the Social and Sport Director
  • Be in charge of all the movement of the Forum

THE DEPUTY NATIONAL MOBILIZATION DIRECTOR

There shall be a Deputy National Mobilization Director  who shall assist the National Mobilization Director  in the discharge of his or her duties and shall act for him or her in his or her absence or wherever so directed.        

THE NATIONAL COMMUNICATION AND PROTOCOL DIRECTOR

13.15 There shall be a national director communication and protocol who shall be responsible to:

  • The personnel documentations of the IEYAN and the Forum
  • Data processing and storage
  • Chief custodian of Forum video recorders, cameras, communication gadget and systems
  • Be a responsible for all Forum social media network
  • Be responsible for internal communication within the Forum including social media platform
  • Work in close circuit with the National secretary and National Media & Publicity director for smooth communication and protocol

THE DEPUTY NATIONAL PROTOCOL & COMMUNICATION DIRECTOR

     There shall be a Deputy National Protocol & Communication Director who shall assist the National Protocol & Communication Director in the discharge of his or her duties and shall act for him or her in his or her absence or wherever so directed.     

THE FOREIGN BRANCHES CO-ORDINATOR

13.16 There shall be a coordinator in-charge of the Forum president whose functions shall be:-

  • To co-ordinate all foreign chapters
  • To better the image of IEYAN abroad
  • To educate and conscientize our people living abroad about the activities, programmed, policies and projects of the IEYAN so to earn their support.

EQUAL OPPORTUNITIES

13.17 Without prejudice to the provisions this constitution, the principle of federal character shall be observed in the appointment or election of members of the executive committees at of the Forum.

REMOVAL OR RESIGNATION OF A NATIONAL OFFICER

13.18 If a National officer of the forum is removed or resigns from office, he or she shall immediately hand over to the National secretary, all records, files and other properties of the forum In his or her possession and in the case of National Secretary, he or she shall hand over to the National president. This provision shall apply mutatis mutandis to all other levels of the forum.

ARTICLE 14

TENURE OF OFFICER

14.1 All National, Zonal, State, Local Government area, ward and polling officers of the forum shall hold officer for a term of Five years and eligible for re-election.

14.2 A vote of confidence may be moved on any member of the executive committee of the forum at any level at any National Convention or congress of the forum any time the executive committee and where such a vote fails the executive committee member shall be the appropriate level who shall circulate in to the relevant chapters one month before the National Convention or congress.

14.3 The vote of confidence shall be defeated by a simple majority of the members at the convention or congress sitting and voting.

14.4 any officer Elected or Appointed into the executive committee of the forum at any level may resign his or her officer by giving thirty days notice in writing to the appropriate executive committee, except in the case of resignation for the purpose of vying for an elective officer which shall be effective within the period stipulated in the guideline issued for such be elective officer by the National Executive committee of the IEYAN.

14.5 Where a vacancy occurs in any of the officer of the forum, the committee shall appoint a substitution to fill the vacancy.

ARTICLE 15

MODE OF ELECTION OF OFFICERS OF THE FORUM

15.1 The National convention, State, Local Government area, wards and polling congresses shall meet to elect or Appoint officers of the Forum at the various levels of the Territory and the zones where officers of the Forum shall be elected or Appointed  based Geo-political zones and states.

15.2 Every registered member of the Forum this satisfied the requirements for nomination and election under this constitution, that of the IEYAN and the constitution of the federal republic of Nigeria or any other law, rules or Forum and the IEYAN.

15.3 The guidelines for elections to any office of the Forum shall be approved by the provisions committee of the Forum in accordance with the provision of this constitution.

15.4 No member of the Forum shall be qualified for nomination or election or appointment into any of the offices of the IEYAN, and is of good has been a registered member for at least 18 months, and is of good financial standings in the IEYAN, except there is a wavier by the appropriate executive committee of the IEYAN.

ARTICLE 16

     Pursuant to the provision of the constitution, the pioneering members of the INTELLECTUAL ELITE – YOUTH ASSOCIATION OF NIGERIA  shall have their first convention  to Elect or Appoint the only National President & State Chairman or Chairperson of the forum in 37 States of the Federation with who shall oversee the constitution of all other organs of the Forum.

ARTICLE 17

FORUM FUNDING

17.1 There shall be established and maintained for the Forum a fund into which     shall be paid all:

  • Subscriptions, fees, and levies from membership of the Forum.
  • Proceeds from investments made by the Forum.
  • Subventions and donations.
  • Gifts and grants by individuals or groups of individual as authorized law.
  • Loans approved by the National Executive Committee.
  • Such other money as may be lawfully received by the Forum.

17.2 Annual membership subscriptions

  • Annual membership subscription

An annual membership subscription fee of N1,200.00 or such amount as the National Executive Committee upon recommendation of the National Working Executive Committee may from time approve shall be paid by all members. The annual subscription fee must be paid as when due and endorsed on the membership card.

  • Subventions and Donations

Numerous individuals and friends of the Forum that Forum that enjoy patronage from the Forum at National, State and Local Government levels shall be encouraged to make donations annually to the Forum. The donations should be consistent with any law that may exist.

  • Proceeds from sale of nomination form

Money generated from the sale of nomination form shall part of the Forum finances, only for the election period.

  • National President’s Annual fund raising dinner the National Executive committee shall be mandated to organize a National president’s fund raising dinner annually in all the 37 State of the Federation with above State Executive Council State Organizing & Strategy Director, State Financial Secretary, State Treasurer, State Female Leader, National, Special Adviser or Assistant, Board of Trustee in that State & Zonal Executive council such appointment should come from Office of the National President Office. Participants (i.e. friend of the Forum and Forum members) will pay for the dinner according to the seating arrangements among other criteria, to be worked out by the committee charged with the organization off such dinner
  • Business Ventures National Finance Committee to establish viable business ventures that do not violate any sections of the constitution of the Federal Republic of Nigeria and that of the IEYAN
  • Proceeds from investments 

To ensure the broadening and committee shall invest in long term ventures. Such investments can be made in blue-chip companies, industries and in real estate business.

  • Borrowing

While the Forum should be given the leverage to raise money through borrowing, it is only when it is absolutely necessary that borrowing be undertaken. Such action be fully authorize must follow due process

17.3 Transparency and accountability in the management of Forum office of the National Treasurer should be incharge of that arraignment

To ensure accountability and transparency in the management of Forum finances

  1. The National Working Committee shall design standard financial regulations that must govern the management of Forum finances at all levels.
  2. Finance committee at all levels must include the Treasurer, Financial Secretary and Auditor who must be involved in the actual management of Forum finances (i.e. the committee will originate budgets, effect disbursement and ensure accountability) chair by Office of the National Treasurer.

ARTICLE 18

BANK ACCOUNTS

18.1 The Forum shall maintain a bank account at the city or town where is headquarters is situated and where bank facilities are not available, the serves of the bank nearest to the city or town be utilized.

18.2 The Executive committee of the Forum at any level shall operate with the banks to be used by the NWC in keeping the account.

18.3 The authorized signatories to the bank account and other financial transactions shall be the following officers, as the cause may be.

(a) The National President, of the Forum or his or her counterparts at zonal, State, Local Government, Ward and Polling levels.

 (b) The National Secretary or his or her counterpart at Zonal, State, Local Government, Ward and Polling levels.

(c) The National Treasurer or his or her counterpart at Zonal, State, Local Government, Ward and Polling levels. Be valid only if authorized by the National President or his or her counterpart and of the other two signatories, that is, the Secretary or Treasurer of the Forum.

(d) National Financial Secretary should not be part of the forum signatory to the forum account.

In case of controversies, The National Headquarters under the Office of the National President may set up an interim authorized signatory to such account,. They shall run the association as financial issues pending the resolution of the controversy. Their tenure shall not be more than three months from the date of their appointment. If the problem persists, the National Headquarters may renew such appointment.

ARTICLE 19

AUDITS OF ACCOUNTS

19.1 The National Executive Committee shall appoint a competent firm of auditors to and Zonal, State and the Local government Executive Committees shall, similarity, appointment a competent firm of accountants to audit the accounts of the Forum annually and present the report of the audited accounts at their respective congresses and a certified true copy be send to the National Headquaters of the association..

ARTICLE 20

OFFENCES AND PUNISHMENT

OFFENCES

20.1 Subject to the provisions of this constitution, the Forum shall Appeal timorously.

20.2 Remedies

  1. If any member of the Forum is aggrieved, he or she shall report to the appropriate authority.
  2. If he or she is not satisfied, an appeal shall lie with the next higher Forum authority.
  3. All appeals must be dealt with but not later than 2 weeks.
  4. The NEC of the Forum shall be the final arbiter.

DISCIPLINARY PROCEDURE

20.3 Subject to the provision of this constitution there shall be a Disciplinary committee of the Forum at every level consisting of seven members with proven integrity, one of  whom shall have a legal background at the level and appointed by the appropriate Executive of the Forum.

20.4 The working Committee at any level of the Forum may preliminary hearing one month during which period the member so suspended shall not lose his or her right to contest any election but shall be referred to the appropriate Disciplinary Committee.

20.5 Where an allegation is a member of the Forum, the Disciplinary committee shall inform the member in writing of the allegations made against him or her and the place and time of hearing the case against him or her & wait from final decision from office of the National President on such action.

20.6 A member who appears before disciplinary Committee shall be given opportunity to present his or her case orally  or in writing either in person or through a counsel of his or her choice and shall be allowed to call witnesses. Of the charges against him or her or been given any opportunity of defending himself or herself shall be null and void.

PUNISHMENTS

20.7 Any member of the Forum who commits any the offences listed in Article

20.8 The constitution shall be liable to any of or a combination of the following penalties:

  • Any National, Special Advisers, Special Assistant, Zonal, State & Local Government Executive would suspend, dissolved or Removed from office should pay another registration fees with letter of undertaking before he or she bring back to the forum

20.9 Not withstand any other provision of this constitution relating to disciplinary, measures to be taken against any member at that level;

20.10 No Disciplinary Committee at any level except the National Article 21.7 of the constitution arising from any disciplinary decision on any person named in sub-section 21.9 of this constitution. Provided that nothing in this sub-section shall preclude or invalidate any complaint submitted through the National Working Committee concerning any person whosoever.

20.11 For other categories of Executive Committee members, public office holder, and other Forum members, the appropriate Executive Committees shall initiate and take necessary disciplinary action.

20.12 Notwithstanding any provision in this constitution the National Executive Committee shall have power to expel any member of the Forum for acts of indiscipline or misconduct which bring the Forum into disrepute.

APPEAL

20.13 Any member of the Forum who is aggrieved by the decision taken by any of the organs or officers of the Forum against him or her shall have the right to appeal within fourteen days of the decision to the immediate higher organ of the Forum & channel his or her complain to the Office of the National President of the Forum.

20.14 An appeal shall be determine by the appropriate appeal by the Executive Committee headed by National President approval.

  • 2O.1B. Any National, Special Advisers, Special Assistant, Zonal, State & Local Government Executive would suspend, dissolved or Removed from office should pay another registration fees with letter of undertaking before he or she bring back to the forum

ARTICLE 21

CONTRACTUAL LIABILITIES

21.1 The Forum shall be a body corporate with perpetual employees of the Forum shall be subject to the direct control and discipline of the National, Zonal, State, Local Government Area, Ward and Polling Secretariat of the Forum and appeals on matter of the discipline and routine administration matters shall lie with the secretary at the levels, in compliance with the establishment manual. All employees of the Forum shall be bound by the provisions of the National Executive Committee and other authorized organs of the Forum.

21.2 A person who seek and obtain employment in the Forum shall be deemed to be a member of the IEYAN.

21.3 Erring employees shall be afforded ample opportunity to defend themselves before disciplinary action is taken against them.

21.4 No employee of the Forum shall seek nomination to enable him or her contest any election, unless he or she resigns his or her appointment one month to the date election.

21.5 The remuneration and other conditions of service of employees of the Forum shall be determined as follows:

  1. For employees of the Forum at the National Level, the National Executive Committee.
  2. For employee of the Forum at the State Level, by the State Congress on the recommendation of the State Executive Committee.
  3. For employees of the Forum at the Ward Level, by the Local Succession and can or sued in its corporate name power to acquire, hold  and alienate property, enter into agreements and to do all things necessary to carry out its aims and objectives and defend its members, property and reputation.

21.2 Only National Officers of the Forum shall have the authority to create any legal relationship binding the Forum.

ARTICLE 22

COMMON SEAL

22.1 There shall be a common seal of the forum, which shall be in the custody of the National President of the Forum

ARTICLE 23

OATH OF OFFICE

23.1 The Forum shall have the power to amend this constitution, save that no amendment of the constitution shall be valid unless made by a motion passed by two third majority of members present and voting at the National Convention.

23.2 The National President , at least two months before the date of the National Convention and the notice, which shall be in writing, shall contain a clear statement of the amendment sought and the reasons for the amendment.

23.3The National President Through National Secretary or Special Advisers to office of the National President  upon receipt of the notice shall it to be circulated to the state branches of the Forum for publication at least one month before the National Convention.

ARTICLE 24

INTERPRETATION

24.1 Any question as to the meaning of any section of this constitution or the Schedule hereto shall be referred to the National Executive Committee whose interpretation of the same shall be final.

24.2 In this constitution:

(a) “Funds” include valuable properties:

(b) “IEYAN” means INTELLECTUAL ELITE – YOUTH ASSOCIATION OF NIGERIA

(c) “Month” means calendar month;

(d) Where computation of any figure in this Constitution results in a fraction, the figure obtained shall be approximated to the nearest whole number;

(e) “Youth” means a member between the ages of 18 and 45years.

(f) “Congress” – a large formal meeting or series of meeting where representatives from different forum levels discuss ideas, make decision, pass resolution” and conduct elections.

(g) “National Convention” – The largest meeting of forum at National level which is the highest authority of the forum where decisional are ratified and National Officers are elected.

(h) Delegates” – are elected or nominated representatives of the forum at my level of the structure of the forum

(i) “National” – This refers to Federal Republic of Nigeria 1999.

(j) “Zonal” – This refers to each of the geo-political entities viz North East, North Central, North West, South East, South South & South West zone.

(k) “State” This refers to geographical entity as defined in the constitution of Federal Republic of Nigeria 1999.

(l) “Local Government Area” – This refers to the Local Government Area as defined by S.7 and particularly schedule 2 of the constitution of Federal republic of Nigeria 1999.

(m) “Ward” – This refer to the area delineation of the Local Government Area by the Independent National Electoral Commission.

(n) National President – This refers to the Co-ordinator at the National level,every directive come from him or her.

  SCHEDULE II

I,……………………………………………………………………………………………………. do solemnly swear/affirm that is shall be faithful and bear true allegiance to the INTELLECTUAL ELITE- YOUTH ASSOCIATION OF NIGERIA, I shall discharge my ability, faithfully and in accordance with the constitution of the and the IEYAN and always in the interest of the integrity solidarity, advancement, well-being and prosperity of the IEYAN and the Federal Republic of  Nigeria; that I will strive to pursue, enhance and achieve the aims and objectives of the forum and the IEYAN as contain in its constitution and Manifesto; that I shall not allow my personal interest to influence my official decision; that all circumstances I shall do right to all manner of manner of people, according to law without fear or favour, affection or ill-will; that I shall NOT directly or indirectly communities or reveal to any person any manner which shall be brought to my attention or reveal to any person manner which shall be brought to my attention or which shall become known to me as an officer of the forum, expect as may required for the due discharge of my duties and that I shall devote myself to the service and well-being of the people of Nigeria. So help me God.

SCHEDULES III

PROCEEDING AT MEETING

  1. Language to be used at meeting

The proceedings of the meeting of the Forum at all level shall be in the English language of any Nigeria language understood by a majority of members of the Forum at respective levels.

  • All the meetings of the Forum shall be chaired by the Zonal or State Chairman or in his or her absence, the Deputy Chairman at the relevant level and in the event of the absence of the Chairman and the Deputy Chairman; members present shall elect or appoint a member amongst themselves to preside over the meeting. For the National level, the National President shall act same.
  • The rules and regulation governing the conduct of any meetings of the League shall be approved, from time to time, by the National Executive Committee of the Forum under the National President instruction.

SHEDULE IV

STAFF RULE

Have power to discipline any member who:

  •  Commits any breach of the Forum constitution, and or Manifesto;
  • Says or does anything likely to bring the Forum and the IEYAN into disrepute, hatred or contempt;
  • Disobeys or neglects to carry out lawful directive of the Forum or any organ or officer of the Forum;
  • Engage in anti- IEYAN activity;
  • Is persistently absent from meeting or other official duties;
  • Engage in disorderly conduct at meeting or rallies or at any function;
  • Engage in any conduct likely to cause disaffection among members of the Forum or is likely to disrupt the peaceful, lawful and efficient conduct of the business of the Forum.
  • Engage in unauthorized publicity of dispute within the Forum or create a parallel Forum organ at any level;
  • Promotes factions or belongs to any group under the guise of the Forum and be whatever mane called, not being one provided from in this constitution.
  • Organizes, retains, equips or encourages the organization retention, training, equipping if any member of group of member for the purpose of employing violence or any from of intimidation whatever;
  • Reports to court action or ligation on any disputes or any matter whatever concerning rights, obligations and duties of any member of the Forum without first availing himself or herself of the remedies provided by the Forum under this constitution;
  • Falls, refuses or neglects to treat a petition, complain

Government Area Congress on the recommendation of the local Government Executive Committees.
